The Rio de Janeiro City Hall has published a decree regulating the use of shared electric scooters in the city, and a public notice to accredit companies that will offer this service in Rio de Janeiro.

The rules were created based on a trial period for the scooters, which entered the city through... Sandbox.Rio – a program that tests innovative solutions before transforming them into permanent public policies.

Objectives:

  • Encourage sustainable mobility.
  • Integrate scooters with bike lanes and public transportation.
  • Expand options for short trips.

 

Basis for regulation

The service had already been tested since June 2024 by the Sandbox.Rio program. In approximately 19 months of experimental operation:

  • 2,9 million trips carried out
  • 972 thousand active users
  • 230 jobs created

This data supported the decision to make the service permanent.

 

The decree creates the Rio Electric Scooter Sharing System and defines guidelines such as:

  • User and pedestrian safety
  • Organization of the use of public space
  • Democratizing access to micromobility.
  • Integration with the Jaé ticketing system
  • Priority implementation in areas with bike lanes and connections to other transportation options.
  • Interested companies will be able to operate the service.
  • The operation will be carried out through digital platforms (apps).
  • Companies will need to meet technical and operational requirements.

Management and oversight will be the responsibility of... Companhia Carioca de Parcerias e Investimentos (CCPar).
